What is the Workforce Intelligence Team?

The Workforce Intelligence Team is Government Workforce Network's collaborative contributor community. Contributors share professional experience, diverse perspectives, and practical insight to help strengthen our programs, partnerships, research, and workforce innovation.

Rather than serving as a traditional advisory board, contributors help ensure our work reflects real workforce needs—not assumptions.

Professional Background

With 26 years of combined public and private sector experience, including 20 years as a public-sector HR leader. Marivel is an expert in recruitment strategy, hiring operations, workforce initiatives, project management, and recruitment modernization. She has led complex projects and strategic hiring initiatives within highly regulated, mission-critical public agencies.

Role Summary

Marivel guides the organization's workforce strategy, contributor community, and innovation initiatives, helping translate workforce challenges into practical solutions through collaboration and AI-enabled tools.

Joy Soo

Philippines, Global Workforce Intelligence Director | Mentor

Professional Background

Joy is the founder of MUSA, an impact-driven advocacy organization creating second-chance career pathways for incarcerated women in the Philippines. She brings more than 25 years of experience in entrepreneurship, business leadership, and social impact innovation.
